The invention relates to a deep sea floating type wind power double-ship wet dragging device and a wet dragging method. The device comprises a carrying ship; the fan floating body comprises a Y-shaped floating body on the upper portion and a triangular floating box on the lower portion. The two fan floating bodies are oppositely arranged between the two ships; the restraining tower comprises trusses, floating body restraining mechanisms and clamping jaw connectors, the four trusses are divided into two groups, the two trusses in each group are arranged on a foredeck and a stern deck of each carrier ship respectively, and each truss corresponds to one floating body restraining mechanism; the first end of each floating body restraining mechanism is connected with the corresponding truss, the second end of each floating body restraining mechanism is provided with a clamping jaw connector, and the clamping jaw connectors are connected with the free ends of the inclined sections of the Y-shaped floating body bodies.
