The invention provides a management system and an elevator system which can cancel a back-off function for back-off from water immersion regardless of operation of a manager in a facility using an elevator. A monitoring system (18) is provided with an acquisition unit (19) and a command unit (20). The acquisition unit (19) successively acquires, from an external weather information system (23), the emergency degree of an immersion disaster in a place where a facility (3) to which an elevator (2) is applied is installed. When the emergency degree acquired by the acquisition unit (19) is greater than or equal to a first reference value, the command unit (20) causes the elevator (2) to start a retreat function for retreating from water immersion. When the emergency degree acquired by the acquisition unit (19) is less than a second reference value, the command unit (20) causes the elevator (2) to release the evacuation function. The first reference value and the second reference value are preset such that the second reference value is equal to or less than the first reference value.
