The invention discloses a safe offshore operation monitoring system for an offshore wind plant, which comprises a meteorological monitoring module, a communication module and a data processing control end, and is characterized in that the meteorological monitoring module transmits monitoring data to the data processing control end in real time through the communication module, and the meteorological monitoring module comprises a plurality of buoy mechanisms; each buoy mechanism is arranged in a designated area on the sea and is configured to monitor meteorological data on the sea of the corresponding area in real time; the data processing control end comprises an evaluation module and a sea-going control module, and the evaluation module is configured to output an optimal evaluation result from an evaluation set based on the sea meteorological data evaluation set received in real time, calculate a sea-going operation safety degree value at the moment and send the sea-going operation safety degree value to the sea-going control module; obtaining a dynamic safe offshore operation index of the offshore wind plant in a future period of time or in real time; and the going-to-sea control module formulates a going-to-sea strategy of the operation and maintenance ship based on the output evaluation result, so that the requirements of safe operation and intelligent management of the offshore wind power plant are met.
