The invention discloses a pantograph head device and a rail vehicle, and relates to the technical field of rail transit. The pantograph head device comprises a single-slide-plate pantograph head, a first connecting assembly and a second connecting assembly are arranged on the inner side face of the single-slide-plate pantograph head; the two spring barrels are symmetrically arranged relative to the middle section of the single-slide-plate pantograph head, one of the two spring barrels is connected to the single-slide-plate pantograph head through a first connecting assembly, and the other of the two spring barrels is connected to the single-slide-plate pantograph head through a second connecting assembly; the two spring barrels are fixedly connected through the connecting shaft, and the length directions of the two spring barrels are both perpendicular to the extending direction of the single-sliding-plate pantograph head. According to the pantograph head device provided by the invention, the wind resistance and the mass of the pantograph head can be effectively reduced; in addition, the two spring barrels are symmetrically arranged relative to the middle section of the single-sliding-plate pantograph head, airflow flows in the length direction of the spring barrels, and therefore the pantograph head device of the pantograph is compact in structure and more reasonable in layout.
