The invention relates to an energy recovery system and a vehicle. The energy recovery system comprises a first clutch, a first-stage transmission assembly, a bidirectional transmission ratchet wheel, a second-stage transmission assembly, an elastic energy storage assembly, a second clutch and an electronic controller unit. The input end of the first-stage transmission assembly is coaxially connected with the transmission shaft; the output end of the first-stage transmission assembly is coaxially connected with the transmission gear shaft; the input end of the second-stage transmission assembly is coaxially connected with the transmission gear shaft, and the output end of the second-stage transmission assembly is coaxially connected with the transmission shaft. The bidirectional transmission ratchet wheel is connected with the output end of the first-stage transmission assembly and the input end of the second-stage transmission assembly through a transmission gear shaft. The elastic energy storage assembly is in coaxial transmission connection with the transmission shaft; the first clutch is used for communicating or isolating the transmission shaft from the power source; the second clutch is used for communicating or isolating the transmission shaft and the elastic energy storage assembly; the electronic controller unit is used for controlling on-off of the first clutch and the second clutch according to the vehicle driving state signal.
