The invention discloses a water resource evaluation and monitoring device, which comprises a U-shaped floating tool, the non-open end of the U-shaped floating tool is fixedly connected with a traction plate, a travelling crane is arranged above the U-shaped floating tool, the travelling crane comprises a door-shaped frame, the top of the door-shaped frame is rotatably connected with an adapter plate, the adapter plate is fixedly connected with an evaluation shaft, and the evaluation shaft is fixedly connected with the traction plate. The evaluation shaft is provided with evaluation cavities which are axially distributed at equal intervals, monitoring modules are arranged in the evaluation cavities, the outer wall of the evaluation shaft is provided with a front water passing opening and a rear water passing opening which are communicated with the evaluation cavities, the evaluation shaft is slidably sleeved with a sealing pipe, the outer wall of the sealing pipe is provided with water passing windows which are axially and uniformly distributed, and the water passing windows are communicated with the front water passing opening and the rear water passing opening. The water passing window is used in cooperation with the front water passing opening and the rear water passing opening. According to the device, the U-shaped floating tool, the travelling crane, the evaluation shaft, the adapter plate, the riding wheel, the sealing pipe and the monitoring module are arranged, so that the device can quickly and accurately monitor different positions of a water area, and the monitoring efficiency and the monitoring accuracy are greatly improved.
