Comprising a sensing assembly and a braking assembly, the sensing assembly comprises a mounting cylinder, a guide groove, a driving shaft, a first driven gear arranged on the driving shaft, a centrifugal clutch arranged between the first driven gear and the driving shaft, and a first rack arranged in the guide groove; a brake assembly, comprising a pair of connecting rings connected to the outer wall of the mounting cylinder in a sliding mode, a pair of brake discs connected to the outer walls of the connecting rings in a rotating mode, axial connecting pieces arranged between the connecting rings and the brake discs, and a driving mechanism used for driving the connecting rings to get close gradually when the driving shaft rotates. And a plurality of groups of deflection pieces are arranged between the pair of brake discs. According to the invention, the problems of low comfort and safety in the prior art are solved.
