The invention discloses an energy management system and method in a parking state and a vehicle, and relates to the technical field of new energy vehicles. The system comprises an intelligent vehicle-mounted domain controller which is used for acquiring a charging request, wherein the charging request is a daily charging request and/or an intelligent charging request; if the charging request is a daily charging request, when the voltage of the storage battery is lower than a first voltage threshold value, a daily charging starting instruction is sent to a vehicle-mounted high-voltage controller; if the charging request is an intelligent charging request, an intelligent charging starting instruction is sent to a vehicle-mounted high-voltage controller; the vehicle-mounted high-voltage controller is used for supplying power to the storage battery in response to the daily power supply starting instruction and/or supplying power to the vehicle-mounted hardware controller in response to the intelligent power supply starting instruction, and the vehicle-mounted hardware controller comprises one or more of a vehicle-mounted upgrading controller, a vehicle-mounted monitoring controller and a vehicle-mounted refrigerator controller. Therefore, on the basis of improving the performance of the low-voltage storage battery of the electric vehicle, the experience feeling of a user is also improved.
