A vehicle speed control device includes: a communication device configured to receive at least one of a starting point of an overspeed monitoring zone, an ending point of the overspeed monitoring zone, a speed limit in the overspeed monitoring zone, an average speed of a vehicle, a distance traveled by the vehicle from the starting point of the overspeed monitoring zone, or a current speed of the vehicle; a target speed setting device configured to set a target point, set a starting point at which the target speed is maintained, and calculate the target speed; a required acceleration calculation device configured to calculate a required acceleration; and a controller configured to control the vehicle based on at least one of the calculated target speed or the calculated required acceleration.
