The invention discloses a monitoring and early warning device for a construction site and a use method of the monitoring and early warning device. The device comprises a ground master station and a monitoring balloon, the monitoring balloon comprises a framework, a pan-tilt camera and a balloon body, and the pan-tilt camera is fixed below the framework; the framework comprises a vertical framework, a folding seat and a plurality of horizontal frameworks, and the ball body is fixedly connected with the plurality of horizontal frameworks at the same time; the horizontal framework is connected to the folding seat; the vertical framework is connected to the folding seat; the vertical framework and the horizontal framework are rotationally connected with rotor wings and rotor wing motors; the ground main station is wound and fixedly connected with one section of a cable, and the other end of the cable is connected with the monitoring balloon; the method comprises the four steps of assembling, lifting, monitoring and recycling. Through the arrangement of the ground main station and the monitoring balloon, the monitoring balloon can stably suspend in the construction site, so that the detailed information of the power transmission tower assembly construction site is mastered and supervised.
