The invention relates to an emission-limiting vehicle state control system, comprising a state detection unit (1), which is designed to provide state data, a database unit (2), which has a static database module (2.1), a dynamic database module (2.2) and a data management module (2.3), and a control and evaluation unit (3), the static database module (2.1) has static data relating to a causal relationship of driveline-independent emissions, and wherein the dynamic database module (2.2) has variable data relating to driveline-independent emissions, the control and evaluation unit (3) is designed to obtain the state data from the state detection unit (1), to obtain the database data from the database unit (2), to determine an emission budget and a target emission value by means of a calculation module (3.1), to provide an optional preliminary control command, to assign a predictive emission characteristic value to the control command, and to determine the emission budget and the target emission value. A final control command is selected from the optional preliminary control commands by means of an evaluation module (3.2) on the basis of the predictive emission characteristic values and the target emission characteristic values, and the final control command is output to the actuator unit (4) to influence the vehicle state. The invention further relates to a road vehicle having such a vehicle state control system and to a method for controlling the state of a vehicle.
