According to the non-retractable fin stabilizer hydraulic system, the fin rotating oil cylinder can be controlled to drive the fin handle to rotate, the torque acting on the two ends of the fin handle can be precisely controlled to reach balance, and it is ensured that the fin handle after zero resetting can achieve in-place locking or in-place unlocking of a fin through a telescopic pin of the locking mechanism.
