The present invention relates to an improvement in a vehicle air-conditioning system and a vehicle air-conditioning method, the vehicle air-conditioning system comprising a refrigerant circuit and a heat medium circuit, and comprising a plurality of vehicle outside heat exchangers for exchanging heat between outside air and a heat medium. An air conditioning system for a vehicle is provided with: a refrigerant circuit; a heat medium circuit; an in-vehicle heat exchanger; a first heat exchanger and a second heat exchanger, which serve as vehicle outside heat exchangers and are arranged in series in relation to the flow of air generated by the blower; a switching unit; the sensing part is used for sensing the frosting degree; and a control device. The operation mode includes a defrosting mode in which the heat medium in the high-temperature medium circuit is supplied to a defrost target selected from among the first heat exchanger and the second heat exchanger connected in parallel in the heat medium circuit by the operation of the switching unit. When it is determined that both the first heat exchangers and the second heat exchangers need to be defrosted, the control device preferentially selects the first heat exchanger located at the upwind position as a defrosting target than the second heat exchanger located at the downwind position.
