The invention provides a charging assistance system and a charging assistance method, which can reduce resistance felt by a manager of a private charging device and enable a general user to use the private charging device. A charging assistance system is provided with: an administrator information acquisition unit that acquires administrator information, which is information relating to an administrator of a private charging device; a use-desire-information acquisition unit that acquires use-desire-information, which is information relating to a use desire who wants to use the private charging device; and a charging device use permission determination unit that, upon receiving, from the user terminal, charging device use application information for applying to use the private charging device, determines whether or not a predetermined use permission condition is established between the use hoper and the manager on the basis of the use hoper information and the manager information, and determines whether or not the use permission condition is established between the use hoper and the manager. When the use permission condition is satisfied, use permission information for notifying the use permission of the private charging device is transmitted to the user terminal.
