The invention provides a charging and discharging control system of a low-voltage lithium battery. The system comprises a detection circuit used for detecting the battery temperature, the battery voltage and the battery current of the low-voltage lithium battery; the switching circuit is used for connecting the low-voltage lithium battery with a high-voltage battery at the vehicle end through a high-low voltage converter; the low-voltage lithium battery is in power supply connection with the main controller, the wake-up controller, the load controller, the high-low voltage converter and the load; the high-voltage battery is in power supply connection with the main controller, the wake-up controller, the load controller and the load through the high-low voltage converter. The main controller is used for judging whether the low-voltage lithium battery is in an abnormal state or not according to the detected battery temperature, battery voltage and battery current in the running process of the vehicle; furthermore, the switching circuit is controlled according to whether the abnormal state occurs or not and the type of the abnormal state so as to control charging and/or discharging of the low-voltage lithium battery. According to the method, the accuracy and safety of charge and discharge control of the low-voltage lithium battery are improved.
