The method comprises the following steps: obtaining static and real-time dynamic data of a highway, a toll station, an entrance ramp and a traffic accident; judging whether implementation conditions of cooperative control are met or not according to the traffic accident scene and the traffic states of the main line and the entrance ramp; when the conditions are met, variable speed limit and entrance toll station cooperative control under the highway accident bottleneck is implemented; judging whether an end control condition is met or not; and if the conditions are met, ending the control, otherwise, issuing a variable speed limit control scheme and an entrance toll station control scheme. According to the traffic state of the accident bottleneck area, the main line section speed limit value and the entrance toll station control scheme are periodically adjusted, the traffic jam condition caused by the accident is relieved to the maximum extent, and a new method is provided for main line and ramp vehicle control under the highway traffic accident.
