The invention relates to the technical field of surveying and mapping systems, in particular to an on-site intelligent surveying and mapping system and method for engineering cost, and the system comprises a surveying and mapping information collection module which is used for collecting surveying and mapping information and comprises an unmanned aerial vehicle body, a camera, a flight assembly and a power motor; the detection module comprises a vibration sensor; the information processing module is used for outputting the contour similarity of the same surveying and mapping object, the difference quantity of the acquisition areas of the surveying and mapping images and the noisy point area proportion of the surveying and mapping images; the central control module is used for primarily adjusting the flight speed of the unmanned aerial vehicle body according to the contour similarity of the same surveying and mapping object in the surveying and mapping image, or adjusting the standard inclination angle offset of the unmanned aerial vehicle body according to the difference quantity of the acquisition area of the surveying and mapping image; according to the invention, the engineering surveying and mapping efficiency is improved.
