The invention provides a thermal management control system and method for a battery of a pure electric vehicle. The thermal management control system comprises a battery cooling liquid loop, a motor electric control cooling loop and a refrigerant loop. Wherein the battery cooling liquid loop comprises a battery, a first water pump, a Chiller, a first three-way valve, a four-way valve and a temperature sensor; the motor electric control cooling loop comprises a motor electric controller, a second water pump, a radiator, a second three-way valve, the four-way valve and the temperature sensor; the refrigerant loop comprises a compressor, a condenser, an expansion valve, a Chiller, a temperature sensor and a pressure sensor. The battery heat management system can save power consumption for heating the battery in winter, and meanwhile the heat utilization rate of the whole vehicle is improved. According to the battery heat management system, switching and reasonable operation of the whole battery heat management system under shutdown/refrigeration/heating/self-circulation working conditions can be coordinated, it is guaranteed that all loops are within the normal working range, and especially for regulation and control of parts, the problem that the parts are started and stopped or the mode is frequently changed in the heat management system is solved.
