The vehicle position information and the user position information are acquired, one of the plurality of vehicles (200) is selected on the basis of the content of the request, the information acquired from the storage device, the vehicle position information, and the user position information, and the selected vehicle is moved to the current position of the user as a responsible vehicle. A completion notification is received that indicates that the responsible vehicle arrives at the user's current location and sends a package completion that the cargo (320) is loaded on the responsible vehicle, or that the responsible vehicle arrives at the user's current location and receives the cargo (350) from the responsible vehicle.
