The purpose of the present invention is to obtain an igniter and a gas generator in which sealing properties and insulating properties are maintained, the elongation of a cup-shaped member during operation is adjusted, and ignition impediment on a starting mix is suppressed. A disc-type gas generator (100) is provided with a short substantially cylindrical housing in which one end and the other end in the axial direction are closed. A holding part (30) as internal components, an igniter (40) having a blast cap (43), a cup member (50), a starting mix (59), a gas generating agent (61), a lower support member (70), an upper support member (80), a buffer member (85), and a filter (90), etc. In order to make the elongation of the blast cap 43 greater than 0% and less than 10% when the igniter 40 is operated, the blast cap 43 is formed by molding a thermosetting resin or a thermoplastic resin containing an elongation adjusting material into a cup shape.
