The invention discloses a cable wind control system for an offshore floating crane, and the system comprises a cable wind traction unit which is used for controlling the movement of a cable wind trolley on a crane boom; the cable dragging unit is used for controlling the retraction and release of a cable hook on the crane boom; the linkage table is arranged in a cab and is used for controlling the operation of the cable traction unit and the operation of the cable dragging unit; and the electrical room is arranged on the main mechanism platform, provides power for the cable traction unit and the cable dragging unit, and is in data communication with the cable traction unit and the cable dragging unit. The invention further discloses a cable wind control method for the offshore floating crane. The cargo stabilizing system solves the problem that a steel wire rope of a traditional cargo stabilizing system is not wound through a cantilever crane pulley block or only passes through a single fixed pulley block of a cantilever crane, so that the cargo posture stabilizing capacity is poor when cargoes are at different heights.
