The virtual map generation unit (112) generates a virtual map on the basis of the number of predetermined vehicles traveling in the target area determined on the basis of work plan information pertaining to cargo conveyance work by the vehicles, and the amount of predetermined cargo placed in the target area determined on the basis of the work plan information. The target region is divided into action regions corresponding to each of a plurality of actions, and a virtual map of the target region is generated. A distribution unit (115) distributes the virtual map generated by the virtual map generation unit (112) to a vehicle traveling in the target area.
