The invention relates to a tunnel traffic monitoring system and method based on digital twinning, and the system comprises a digital twinning module which is configured to generate a virtual scene corresponding to a tunnel scene structure according to a tunnel physical entity; the sensing and monitoring module comprises a sensor group arranged in a tunnel entity, and the sensor group is used for acquiring the speed and vehicle information of a running vehicle in the tunnel and event information in the tunnel; the data processing module is configured to obtain the average vehicle speed, the vehicle density, the traffic saturation, the traffic flow data, the vehicle track, the vehicle behavior and the traffic event of the vehicles in the tunnel based on the data obtained by the sensing and monitoring module to form traffic condition monitoring data, and send the traffic condition monitoring data to the digital twin module for display; and the early warning control module is configured to determine the grade of the tunnel traffic condition by using the obtained traffic condition monitoring data and based on a membership function, and send out an early warning signal of the corresponding grade.
