The present invention provides a ram air switch valve for an aircraft environmental control system and an aircraft environmental control system, the ram air switch valve comprising: an outer shell and an inner tube disposed in the outer shell, the outer shell having a ram air inlet tube from which ram air can enter the outer shell, an air entraining opening is formed in the position, opposite to the ram air inlet pipe, of the inner pipe, a one-way valve is arranged at the air entraining opening, and the one-way valve can open the air entraining opening after the pressure at the air entraining opening is larger than preset pressure; the effective flow area S of the air entraining opening is equal to nLaLb; and the opening load Q of the one-way valve is equal to KS delta rho g. According to the invention, the valve can be opened in a flight state and can be closed in a ground state, so that the effectiveness and the stability of the use of the one-way valve are ensured, and the safety and the reliability of the operation of the whole aircraft environment control system are improved.
