The invention provides a two-phase signal intersection pedestrian nested phase optimization model and an inserted pedestrian nested phase determination method, solves conflicts between existing intersection pedestrians and turning vehicles, and specifically designs an intersection crossing pedestrian and passing vehicle and signal lamp information interaction control system. In a signal lamp pedestrian nested phase setting condition, traffic participant total cost (including conflict number and delay) is adopted as an optimization target, a pedestrian nested phase total cost model is proposed, and the difference of pedestrian avoidance behaviors of motor vehicles in different cities and different intersections in man-vehicle interaction behaviors is considered, so that the pedestrian nested phase total cost model is established. Therefore, whether to set a suggested value of the pedestrian nested phase is given under different traffic flow environments, the traffic safety and efficiency are ensured, people and motor vehicles can pass through the intersection under the condition of minimum traffic operation cost, and the efficiency and safety of people and vehicles passing through the intersection are ensured.
