The invention provides a fuel cell engine capable of recovering incoming flow air energy and an aircraft, and belongs to the field of aircraft propulsion. The problems that a traditional aero-engine is low in efficiency, and the air compressor consumes too much power due to the fact that the downflow air temperature is too high during high-speed flight are solved. The system comprises an air supply system, a fuel supply system, a fuel cell and a propulsion system, the air supply system is connected with a cathode of the fuel cell, and the fuel cell is used for providing electric energy for the propulsion system. Efficient energy management and energy recovery of incoming flow air are achieved through the reforming precooling integrator, power consumption of the gas compressor under the high Mach number is reduced, and meanwhile, an independent fuel reformer is omitted, so that the whole system is compact in structure; and the working temperature of the combustion chamber can be further increased through the mode of electrically driving the gas compressor without being limited by the temperature in front of a traditional turbine, and finally efficient operation of the engine under the high Mach number is achieved.
