The invention discloses a spoke wheel and a rail transit vehicle, and relates to the technical field of vehicle engineering. The spoke wheel comprises a rim, a hub and a plurality of spokes. The hub is located in the middle of the rim in the radial direction. All the spokes form a spoke assembly, the radial inner end of each spoke is fixed to the outer circumferential face of the hub, and the radial outer end of each spoke is fixed to the inner circumferential face of the rim. On the inner circumferential face of the rim, the connecting area of the spoke assembly is located in the middle in the axial direction, annular installation grooves are formed in the portions, located on the two sides of the connecting area in the axial direction, of the inner circumferential face of the rim respectively, and noise reduction damping rings are installed in the installation grooves. Due to the fact that installation spaces for the noise reduction damping rings are reserved on the two sides of the area, connected with the spoke assemblies, in the rim in the axial direction, the noise reduction damping rings can be installed to reduce noise, and the noise reduction capacity of the spoke wheel can be improved.
