A computer-implemented method is provided that includes a system determining activation parameters of an autonomous driving vehicle (ADV), where the activation parameters include historical usage of a primary braking system or historical usage of a secondary braking system. In response to determining that braking is to be applied, the system determines whether to activate the primary braking system or the secondary braking system based on the activation parameter. Based on determining whether the primary braking system is activated or the secondary braking system is activated, the system sends an activation flag to activate the primary braking system or the secondary braking system. The system sends a braking command to the primary braking system and the secondary braking system to activate the primary braking system or the secondary braking system according to the activation flag.
