A solar load-based system includes a memory, a disturbance prediction module, a cabin temperature estimation module, and a thermal control module. A memory stores a cabin thermal load model and a solar load prediction model of an interior cabin of a host vehicle. A perturbation prediction module: receives a signal indicative of a status of a cabin thermal actuator and a comfort metric; and predicting an effect of the solar load on a known portion of the predicted route, including predicting a cabin temperature based on the solar load prediction model, a state of a cabin thermal actuator, and a comfort metric. The cabin temperature estimation module determines a first comfort metric based on the predicted cabin temperature based on a cabin thermal load model. The thermal control module controls a cabin thermal actuator to adjust a cabin state including a first comfort metric to a corresponding target value based on a predicted impact of the solar load.
