The invention relates to a dual control type elevator speed governor which comprises a speed governor box body, a brake mechanism arranged in the speed governor box body, a linkage rod and a rope clamping component, the linkage rod is connected with the rope clamping component and triggers the rope clamping component to act, the rope clamping component comprises a fixed clamping head and a movable clamping head which are used for clamping a steel wire rope, the linkage rod is connected with the movable clamping head, and the movable clamping head is connected with the linkage rod. The rope clamping component further comprises hook plates, the hook plates comprise the front hook plate and the rear hook plate, a synchronous pin is arranged between the front hook plate and the rear hook plate, one end of the front hook plate is connected with the movable chuck, the other end of the front hook plate is connected with the linkage rod, one end of the rear hook plate is connected with the movable chuck, the other end of the rear hook plate is erected outside the rope clamping component, and the hook plates and the rear hook plate trigger the movable chuck to act at the same time. The front hook plate and the rear hook plate are arranged on the two sides of the movable chuck and act at the same time, so that the movable chuck is less deviated during resetting and advancing.
