The invention discloses a rail vehicle energy-absorbing anti-climbing device which comprises an anti-climbing plate, a guide rod, a base and a mounting plate, a cutting hole corresponding to the guide rod in diameter is formed in the base, one end of the guide rod is fixed to the anti-climbing plate, the other end of the guide rod is embedded into the cutting hole, cutting rings with the diameters gradually increased in a gradient mode are arranged on the guide rod at intervals in the axial direction, and the cutting rings are arranged on the mounting plate. The guide rod is a hollow pipe, the hollow pipe is filled with a buffer solution, and a piston rod is embedded in the hollow pipe.
