The invention relates to the technical field of traffic road network management, in particular to a road network toughness evaluation method and a road network toughness recovery method based on rainstorm waterlogging disasters. The method comprises the steps of determining performance toughness and topological toughness indexes, establishing a performance toughness model, establishing a structure toughness model, and establishing a road traffic network toughness model under rainstorm waterlogging. The road network recovery method comprises an average recovery strategy, a key recovery strategy and superposition of the two recovery strategies. According to the road network toughness evaluation method adopted by the scheme, the road network toughness under the rainstorm waterlogging disaster is studied in stages, the road network toughness after the disaster is considered from the two aspects of performance and topological structure, the method is more comprehensive and accurate, and meanwhile the influence of rainfall intensity on the road traffic capacity, the traffic flow and the whole road network toughness is considered.
