The invention relates to a multi-loop high-reliability and high-efficiency cooling system for a ship power plant and a regulation and control method, the multi-loop high-reliability and high-efficiency cooling system comprises a steam-condensed water circulation serving as a hot working medium loop, a fresh water circulation serving as a transfer loop and an environment water circulation serving as a cold source loop, the fresh water circulation is used for cooling dead steam of a steam turbine, and the environment water circulation is used for cooling fresh water; (1) when the navigational speed of the ship is low or high, the cooling capacity of fresh water in the transfer loop is fully utilized, and the stopping time of an environment water circulating pump in the cold source loop is prolonged; (2) when the sailing speed is within the middle range, the stable heat exchange capacity is maintained by controlling the flow of fresh water circulation in a transfer loop, and meanwhile, the temperature of fresh water in a fresh water storage tank is gradually reduced through excessive self-flowing environment water; (3) fresh water is direct drinking water, has high water quality and can keep good heat exchange capacity for a long time; (4) fresh water can be used for hot water supply after heat absorption and temperature rise, and partial or complete utilization of hot working medium waste heat is realized.

    本发明涉及一种船舶动力装置多回路高可靠高效能冷却系统及调控方法,包括作为热工质回路的蒸汽‑凝结水循环、作为中转回路的淡水循环以及作为冷源回路的环境水循环,淡水循环用于冷却汽轮机乏汽,环境水循环用于冷却淡水;能够实现:①船舶航速较低或较高时,充分利用中转回路中淡水的冷却能力,延长冷源回路中环境水循环泵停用的时间;②航行速度在中间范围内时,通过控制中转回路中淡水循环的流量以维持稳定的换热能力,同时利用“过量”自流环境水使得淡水储罐内淡水温度逐渐降低;③淡水为直饮水,水质优,可长期保持良好的换热能力;④淡水吸热升温后可用于供热水,实现热工质余热的部分或全部利用。
