The invention discloses a GPS positioning-based ropeway trapped person rescuing and shifting device which comprises a slip rope mechanism, a suspension arm and a descent control device, the slip rope mechanism comprises a pulley abutting against a steel wire rope, a driving structure used for driving the pulley to rotate and a braking structure used for braking the pulley, the braking structure comprises a friction plate, and in a braking state, the friction plate is driven by the suspension arm to rotate; the friction plate abuts against the pulley. The lazy arm is connected to the slip rope mechanism, the descent control device is connected to the lazy arm, the descent control device comprises a pull rope, and the pull rope is connected end to end to form a ring. The rescue equipment is directly transported through a cableway, can be transported through a self-driving structure or an auxiliary steel cable, and does not need to be carried by rescue workers, so that the load of the rescue workers is greatly reduced, and the time for arriving at the site is shortened; and the rescuing and shifting equipment is provided with GPS positioning, so that a trapped position can be accurately positioned along a cableway, and the rescuing and shifting equipment can be quickly transported to a site and positioned.
