The invention provides a thermal control device for a space telescopic rod mechanism and a satellite-borne laser radar. The thermal control device comprises a sleeve, a push rod, a supporting frame and a heat insulation assembly. One end of the push rod extends into the telescopic sleeve and is in sliding fit with the telescopic sleeve, one end of the supporting frame is connected with the end, extending out of the telescopic sleeve, of the push rod, the push rod drives the supporting frame cover to synchronously move in the length direction of the telescopic sleeve, and the supporting frame cover is arranged on the push rod. The heat insulation assembly wraps the supporting frame. The supporting frame and the push rod are kept in a relatively static state all the time through the supporting frame moving along with the push rod and the heat insulation assembly, thermal protection is conducted on the push rod through the heat insulation assembly wrapping the supporting frame, the push rod is not directly affected by external heat flow all the time, thermal deformation of the push rod is reduced, and thermal protection on the push rod is achieved.
