The invention provides a near space balloon issuing control system and method.The control system comprises a processor, an issuing device and a first sensor used for collecting wind speed and wind direction data, the first sensor is electrically connected with the processor, and the processor is electrically connected with a driving element of the issuing device; a working platform is arranged on the upper portion of the issuing device, a first through hole is formed in the working platform, an issuing channel is arranged on one side of the working platform and communicates with the first through hole, and a rotating base plate used for adjusting the orientation of the issuing channel is arranged at the bottom of the issuing device. And the processor is electrically connected with a driving element of the rotating chassis. According to the invention, the position and orientation of the issuing device can be adjusted in real time according to the change of the environment, and the interference of environmental factors on balloon issuing is effectively overcome.
