Bearing supports are arranged on the two sides, in the advancing direction of the aircraft, of the stopping support, a stopping channel is formed between the bearing supports, the tail end, in the advancing direction of the aircraft, of the stopping channel is a capturing area, and the aircraft stops in the capturing area after being decelerated through the stopping channel; the stopping device is arranged on the bearing support, a stopping arm is arranged on the stopping device, and the stopping arm extends towards the stopping channel to decelerate the passing vehicle; and the control device drives and controls the stopping arm to rotate and stretch out and draw back. According to the invention, the water vehicle is restrained in a passing range, and waits to be captured and recovered after decelerating and stopping.
