The deck height and the water surface height are recognized through the three-dimensional laser ship recognizer, then the water height value is calculated in cooperation with the standard line height corresponding to each ship, and therefore whether the ship is overloaded or not is judged, whether the ship is overloaded or not can be more accurately judged through accurate calculation and judgment, and more rationality is achieved.
