The rolling wing device structurally comprises a rolling wing, a swinging mechanism, a rotating mechanism and first driving equipment, the swinging mechanism is connected with the rolling wings and used for controlling the direction of lift force provided by the rolling wings; the rotating mechanism is connected with the swinging mechanism and used for controlling the swinging mechanism to rotate; the rotating mechanism comprises a rotating base connected with the aircraft body and a main shaft penetrating through the rotating base, and the first driving equipment is connected with the main shaft, controls the main shaft to rotate and drives the swinging mechanism to rotate so as to control the attack angle of the rolling wing and provide thrust in any direction. The rolling wing device has high aerodynamic efficiency of the rolling wing structure. The rolling wings can control the lifting force and the lifting force direction, so that better control capacity is provided for an aircraft, the requirement for the material strength of a mechanical structure is low, the machining difficulty is reduced, and the maintainability is improved.
