According to the invention, the saddle and the base layer are integrated and are simultaneously constructed in a segmented manner, independent segmentation of the saddle is omitted, segmented transportation and hoisting of the saddle are omitted, the transportation and hoisting cost is saved, the saddle and the base layer can be integrally coated after being constructed, paint can be kept complete, polishing and supplementary coating are not needed later, and the labor and material cost is saved.
