The invention discloses a railway vehicle energy recovery device and a railway vehicle, the railway vehicle energy recovery device comprises a conversion mechanism detachably connected with wheels and capable of converting kinetic energy of the wheels into electric energy, and a driving mechanism with two ends respectively connected with a brake head and the conversion mechanism, according to the railway vehicle energy recovery device, the conversion mechanism and the brake head synchronously move through the driving mechanism, after the conversion mechanism makes contact with the wheel, the brake head can be assisted to share kinetic energy of the wheel during braking, meanwhile, part of the kinetic energy is converted into electric energy, and the effect of braking energy storage is achieved; the braking effect is improved, and recycling and utilization of reinforced dissipated energy are guaranteed.
