A traffic wave model is improved, a dynamic road resistance function is established, and a travel time reliability index is constructed to further improve the right of way; on the basis of a Webster timing method and a trunk line green wave idea, point-to-line optimization control is performed on a signal control scheme, and the scheme is evaluated and selected on the basis of an intersection delay model. According to the method, dynamic updating of the emergency rescue path is realized under the condition of considering the overall benefit of the traffic system in an intelligent network connection environment. Meanwhile, based on the idea of double-layer planning, the game balance of the priority passing of the emergency rescue vehicles and the overall operation benefits of the road network social vehicles is realized.
