An upper flexible sheet layer and a lower elastic sheet layer are arranged in an annular space defined by the floating body in an up-down spaced mode, the peripheral side of the upper flexible sheet layer and the peripheral side of the lower elastic sheet layer are both connected to the peripheral side of the floating body, and the space between the lower elastic sheet layer and the upper flexible sheet layer is filled with an elastic damping layer. The peripheral side of the upper flexible sheet layer, the peripheral side of the lower elastic sheet layer and the peripheral side of the elastic damping layer are all connected with the floating body; the elastic deformation of the lower elastic sheet layer and the elastic deformation of the elastic damping layer can dissipate the wave acting force, the effect of waves on the upper flexible sheet is reduced, a supporting frame used for supporting the photovoltaic panel does not need to be arranged on the floating body, and the construction and maintenance cost of the floating type offshore photovoltaic power generation supporting mechanism is reduced.
