The first spring arm extends outwards in the radial direction from the tail end of the top of the ring part and is clamped between the driven wheel and the driving wheel, the second spring arm extends outwards in the radial direction from the tail end of the bottom of the ring part and is clamped between the driven wheel and the driving wheel, and the driving wheel acts on the torsion spring to enable the torsion spring to be in an unlocking state when being driven in the forward direction; and the driven wheel acts on the torsion spring to be in a locked state when being reversely driven.
