The invention discloses an electric field regulation and control composite phase change system used in the field of spacecraft thermal control, which comprises a porous medium carrier, a composite phase change material, a micro-channel, a nano fluid medium, an electrode plate and a liquid storage tank, and the composite phase change material is filled in pores of the porous medium carrier; the micro-channel is arranged in the porous medium carrier, a nano fluid medium is arranged in the micro-channel, and the two ends of the micro-channel are communicated with the liquid storage tank through pipelines; the temperature sensor is used for detecting the temperature of the corresponding position in the porous medium carrier so as to control the working states of the electrode plate, the heating device and the cooling device, so that the electrode plate generates an electric field; the electric field acts on the composite phase change system so as to control the flowing speed of the nanofluid in the microchannel and the state of the composite phase change material. The invention further discloses a control method. Under the action of an electric field, heat can be continuously absorbed and stored when the temperature is high, the stored heat is released when the temperature is low, and the problems of high heat flux density and non-uniform heat distribution of a spacecraft are solved.
