According to the marine environment monitoring multifunctional buoy, a buoy lamp is fixed to the upper end of an air bag base, and a detection assembly comprises a climate monitoring sensor and a water quality and hydrology monitoring sensor; the two pulling ends of the tension power generation device are connected with the first anchor line and the second anchor line respectively, the first anchor line and the second anchor line are connected with the air bag base and the seabed respectively, and the power output end of the tension power generation device is electrically connected with the controller. The floating lamp is installed at the upper end of the air bag seat, and the floating lamp can remind passing ships to pay attention; by arranging the climate monitoring sensor and the water quality and hydrology monitoring sensor, the buoy can perform climate monitoring and water quality and hydrology monitoring on surrounding sea areas; the solar cell panel can charge the storage battery; the air bag seat cannot float away from the sea area where the air bag seat is located, and the tension power generation device can charge the storage battery under the condition that the sea surface fluctuation range is large.
