The invention discloses an overwater mobile working platform construction method which comprises the following steps: determining the initial area of an overwater construction working surface according to the current area of a water surface; according to the initial area, the use number of the buoyancy tanks is determined, and the use number of the buoyancy tanks is at least two; the buoyancy tanks are hoisted to the water surface, and independent boat bodies are formed; the boat bodies are adjusted, so that the ship edges of the boat bodies are located on the same horizontal plane; the boat bodies are assembled to form an integral structure, so that a main body platform is formed; and a power system and construction equipment are installed on the main body platform to form the water mobile working platform. According to the water mobile working platform, the multiple buoyancy tanks are utilized to form the water mobile working platform, the water mobile working platform can be suitable for different construction environments, the water mobile working platform does not need to be customized independently in the different construction environments, the construction cost is further reduced, and the water mobile working platform has the advantages of being suitable for different construction scenes and reducing the construction cost.
