Provided is a ship monitoring system in which a user can easily understand changes in risk conditions. A ship monitoring system is provided with: a first data generation unit that generates first ship data indicating the position and speed of a first ship; a second data generation unit that generates second ship data indicating the position and speed of a second ship; a risk value calculation unit that calculates a risk value indicating the risk of collision between the first ship and the second ship on the basis of the first ship data and the second ship data; a pattern generation unit that generates an intermittent sound pattern of a cycle corresponding to the risk value; and an alarm sound emission unit that emits an alarm sound in accordance with the intermittent sound mode.
