The speed detection and judgment module is electrically connected with the winch; the torque control module is electrically connected with the speed detection and judgment module and the motor; the torque control module is configured to control the torque of the motor according to the speed detected by the speed detection and judgment module; the speed control module is electrically connected with the floating signal module and the motor; and the speed control module is configured to output a signal of which the speed is 0 to the motor when the floating signal module outputs the floating stop signal. According to the technical scheme, rapid speed reduction and stable tensioning of the winch are achieved, and the steel wire rope cannot be excessively unwound or reversely wound.
