The invention provides a non-pneumatic tire. The non-pneumatic tire includes an annular inner ring, an annular outer ring, and a support structure positioned between the annular inner ring and the annular outer ring. The support structure includes a multi-layer structure of a rubber skim layer and cords embedded in the rubber skim layer. The rubber skim layer is resistant to ozone exposure, and a protective layer of the rubber skim layer does not need to be covered. The rubber skim layer exhibits adhesion to the embedded metal cord. A method of manufacturing a non-pneumatic tire includes forming a multilayer structure by directly applying a skim layer on one or more cords.
